  • Ensure mandatory earmarking for a low carbon economy, and climate proofing of all programmes;
  • Support measures for environmental protection and resource efficiency, including measures for protecting biodiversity and ecosystem services. In total 50% of funds need to benefit the environment and climate - at the moment it is closer to 30% only;
  • Improve result orientation of the Cohesion Policy through ex-ante conditions (projects would only receive funding if they meet certain criteria) and an adequate performance framework based on environmental targets and indicators.
Ensure strong partnerships through multi-level governance and a mandatory European Code of Conduct, so that NGOs can engage as real partners. At the moment we are working very closely with a number of Brussels based NGOs where we get to pool our expertise. In this instance many heads working together are better than one.
